I denne studien har beslutningstakere nasjonalt (Direktoratet for helse), regionalt (implementerings program FIKS og FRESK), EPJ leverandør (DIPS ASA), og helsepersonell vært brukere. Dette av betegnelsen brukere av helse/helse IKT. I arbeidet som er beskrevet ved rapportering fra 2014 og fram til 2020 har disse hatt mulighet og tilgang til å påvirke retning av mitt og kollegaers arbeid. Arbeidet har ført til utvikling nasjonalt, regionalt, og for journal leverandør. Tett kontakt har videre ført til at resultater, både vitenskapelige og organisatoriske/tekniske har blitt endret underveis.
Brukere er i denne studien definert som brukere av EPJ systemer. I denne studien definerer klinikere innholdet i de standardene som brukes for å dele helseopplysninger i EPJ systemer
Brukere i dette prosjektet er helsepersonell som breuker IT systemer. Arbeid med informasjonsmodeller krever konstant brukerinvolvering. Det er som tidligere problematisk å få med det rette antallet klinikere, samt spesilister for fagområder
